Water Management Districts have the regulatory authority for well construction, drilling, and abandonment decisions. The DEP issued an exemption to the grouting rules of the District in a letter dated September 10, 1980. Under this exemption grouting requirements associated with the construction of wells determined to be \"north\" of the Grout Line were relaxed and grouting requirements for wells completed into the limestone aquifer south of the Grout Line were not relaxed.
